So why are they trying to make so many amendments to a well run Council?
Just to give you the complexity of Councils look at the UK Government Statutes this is what NALC and CALC have to work to.
Are they trying to hide something or is it that they are being told what to do to assist others out of a hole that would make this council the opposite to a democracy is it ‘Democratic backsliding’ with an autocratic nature?
One example is that they are changing all sub committees Finance and Staffing to work groups that have no real standing in statute law, since they should only be used as talking shops, they should not be part of any decision making process. Technically you could have a work group of just two in someone's home with no public participation, how democratic is that, they could even invite whoever they want, not very democratic at all.
They want to do the same on the staffing I feel sorry for the clerk.
So why are they changing everything so quickly,is it a cover up since most have affiliations with the Parish Hall and that carbuncle of a project.
Lets look at the councillors that have previous history on the council
We least expected Cllr Walter Raymond Kirby since there is a very checkered past.
In 2016 the external auditor had concern over how money was paid to WAIL one of the
anti incinerator groups along with the then HPC chair Peter Holden, this was confirmed
by the then Monitoring officer at Wychavon DC who involved the appropriate authorities,
due to it being considered a small amount £5300.00 nothing was done. Or was it hushed
up by the then County Councillor?
Now there is the issue over the project, Cllr Kirby was also the chair of the Parish Hall that has had numerous issues with the Parish Council, strange they now want to burry everything, there is plenty of evidence of proof this time round, even the previous clerk had concerns. (The email of proof)
From the video on the first page, which shows a total lack of understanding of council process he should have stated that he had a financial interest since he is a Trustee of the Parish Hall which means he is suing himself on the Parish Council, he should have left the meeting at this stage.

You probably are not aware that Cllr Janice Hipkins has asked to be put on the AGAR
which is to do with the financial reporting of the council, yet she and the previous
chair from 2017 to May 2019 have cost the council £9300.00 in fees from the external
auditor 2021-
On top of this there are items left over from the failed project, she claims it was a success. You need to see the issues refer to this link Her husband (graham) is a trustee on the hall
As you will have seen on the home page Cllr Clare Atkinson has issues with understanding
the function of a council. Putting Electoral flyers on the Allotments during Purdah,
she manages them with Cllr Keenan Pratt, that's an offence to start with. Then there
is the concern over previous misdemeanours with finance where she got the now Cllr
Allun Evans to give financial quotes to her, so she could then put a lower quote
in for works by her partner.
So why is she the Vice chair, she has never chaired a single meeting. Her very close friend is the Chair of the Parish Hall.
Cllr Keenan Pratt Has the same problem as Cllr Kirby in that he is a representative
on the Parish Hall as a trustee, this is a conflict of interest -
It has also been noted that he has taken closed session items and discussed them in an open session putting the council at risk.
The above four councillors are leading the novices or are they could this whole charade actually be being run by the Parish Hall along with some of the old members who where on the project in 2017 to 2020 ?
